Title II PDF inventory

Enter a city, county, school or agency website. We list every PDF we can find, sort each one as likely must fix or likely exempt under the DOJ rule’s exceptions, and show what remediation could cost.

  • Respects robots.txt
  • Nothing stored
  • Exceptions from 28 CFR 35.201
Results are likely groupings, not legal advice. Deadlines: April 26, 2027 (50,000+ people) or April 26, 2028 (smaller entities and special districts), per the DOJ interim final rule of April 20, 2026.

How each PDF is sorted

The rules follow the exceptions in 28 CFR 35.201, as summarised by ADA.gov (checked November 3, 2026) and our plain-English exceptions guide.

  • Likely must fixForms and applications people use to get a service, and anything dated on or after your compliance date.
  • Likely exempt: pre-existingPosted before the compliance date and not used to apply for, access or take part in a service. Current agendas and notices often fail this test.
  • Likely exempt: archivedIn a clearly marked archive, created before the date, kept only for reference, and unchanged. All four must be true.
  • Needs a personNo date could be read from the file or the server, so no automated guess is made.

Questions about the inventory

No. It sorts each PDF into a likely group using the file name, link text, where it is stored and the dates we can read. Whether a document really falls under an exception in 28 CFR 35.201 depends on how people use it, which only your team and your attorney can judge. Treat the result as a first sort, not a ruling, and not legal advice.

It reads public web pages of the one site you enter, plus that site’s robots.txt and sitemap. For each PDF it reads only the first and last 64 KB to find the page count and dates. It never logs in, never fills in forms, never follows links to other domains, and does not store the pages, the PDFs or your results. The list lives in your browser tab until you close it.

Yes. It follows robots.txt (including Crawl-delay), identifies itself as ClearLayerPDFInventory, waits at least one second between batches, reads a few pages at a time and stops at the page limit you choose (25, 75 or 150 pages, and up to 600 PDFs).

PDFs behind logins, inside document management portals on other domains, or only reachable through search forms cannot be found by a polite crawler. If you have a list of PDF links or a sitemap, paste it into the second option instead.

Pages × $6 for standard documents and × $12 for forms and applications, which are our published starting prices. Page counts come from the PDF itself when possible; otherwise they are estimated from file size and marked “est.”. A free 10-page test confirms the real complexity before any quote.
